Carlos is the Founding Principal of Barrio Development Partners, LLC, a 100% minority-owned real estate and technology firm focused on investment, development, and advisory services. Carlos was born in San Juan, Puerto Rico, raised outside of Dallas, Texas, and now resides in Brooklyn, New York. 

He began his career at JPMorgan Chase as a Commercial Real Estate Analyst with the Community Development Banking team, underwriting projects across the Eastern Seaboard. He then served as a Project Manager on the Transactions Team within NYCHA's Real Estate Development Division, overseeing critical elements of multiple PACT-RAD projects totaling over 7,000 units. Prior to founding Barrio Development Partners, Carlos was among the first hires at a privately-owned MWBE affordable housing developer, leading predevelopment on a 311-unit scattered-site rehabilitation project in the Bronx and building the firm's operational infrastructure.

Carlos is a graduate of Jesuit Dallas and Carnegie Mellon University, where he was named an Andrew Carnegie Society scholar.
